Rachel D. Hutchings has 30 years of experience that includes 20+ years in the private sector with career path in community engagement and government affairs. She has dedicated her career to community building through non-profit organizational growth and advocacy. She is known for ability to reach across all sectors and types of organization to create and strengthen cross-functional teams to solve common problems.


In 2022, Rachel formed Rachel Hutchings LLC (dba Chart Consulting.) Chart Consulting helps businesses and non-profits to prepare and execute programs, as well as improve current programs.


Rachel Hutchings was the executive director of Workforce Tulsa. She led that organization and the Eastern Workforce Development Board in a merger that resulted in the newly formed Green Country Workforce Board. Her background in workforce development includes various roles on the Workforce Tulsa board, the Governor’s Council for Workforce and Economic Development, the Oklahoma Employment Security Commission, and involvement in local, state and national workforce development initiatives.


Prior to her official workforce role, Rachel was the Director of Development for the Tulsa Community College Foundation. Her focus was primarily on grant writing, donor reporting and student scholarship management.


Rachel spent twenty years employed at American Airlines at their maintenance, repair, and overhaul center in Tulsa, Oklahoma. Her final role was as the Corporate & Government Affairs Manager. She represented American during their various changes ranging from introducing new leadership, restructuring, and their merger with US Airways. Hutchings began her career at American Airlines in 1995 and worked in various capacities, including Supply Chain, Warranty and Maintenance and Production Scheduling.


She has a master’s in Organizational Dynamics from the University of Oklahoma, a bachelor’s in Business Management from University of Phoenix, and an associate degree in Business Management from Tulsa Community College.


Rachel’s volunteer service includes board service for Oklahoma Academy for State Goals and Leadership Oklahoma.


She and her husband, Dean, have six children and six grandchildren. They reside on Osage Nation land in Skiatook, Oklahoma. She is a proud Cherokee Nation citizen.
